The Magna Carta refers to two lists. The first, called the Magna Carta I, is a list of things that, to the list-maker, make for good novel-reading (and writing)! This is basically a list of character types, genre tropes, plot elements, and what-have-you that the maker of the list likes. The second, called the Magna Carta II, is the evil twin of the Magna Carta I. This is the list of things, be they genre tropes, character types, plot elements, settings, or what-have-you, that the Maker of the List dislikes. This is done to ensure that the things that you do like end up in the novel, without all the stuff that you don't.

It is not to be confused with the english document of the same name.
